Esto sin duda, viene debilitando la posición de un gobierno, que desde el inicio, prometió ser un gobierno de centro izquierda moderada, alejado de sus iniciales promesas de gran transformación, y que fue elegido porque existía cierto consenso en el país en que no podíamos volver al autoritarismo y la corrupción de los años noventa, ni continuar con la política del “perro del hortelano”, que popularizó el ex Presidente García. Los cambios tenían que garantizar la continuidad en la promoción de las inversiones, haciendo reformas institucionales para garantizar los derechos de la ciudadanía y preservar el medio ambiente.
Sin embargo, debido a un mal cálculo político del gobierno y sus asesores, que creyeron que la negociación del nuevo gravamen a las empresas mineras o la aprobación de la Ley de Consulta Previa eran suficientes para garantizar la gobernabilidad, muchas reformas aún no se han iniciado y tampoco se han creado condiciones para su debate.
