En segundo lugar, el Presidente del Consejo de Ministros reafirmó este compromiso al señalar que las reparaciones a las víctimas se ubican dentro de la generación de redes estatales de servicios para el Perú rural, como una de las diez políticas públicas priorizadas por el gobierno:
“Impulsaremos el proceso de reparaciones a través del Plan Integral de Reparaciones, restituyendo su carácter total, orientada a victimas individuales y colectivas, que aborde las dimensiones jurídicas legales, salud, educación y la reparación simbólica. Nos proponemos como meta al 2016 la reparación integral de por lo menos el 50% del total de víctimas. Entregaremos a cada de ellas una suma significativa como un gesto simbólico de reconocimiento”.
En tercer lugar, la designación de Isabel Coral como nueva Secretaria Ejecutiva de la CMAN introduce experiencia y profesionalidad, elementos que brillaron por su ausencia en los últimos años. Más allá de la persona, conviene resaltar que la nueva propuesta pretende relanzar el proceso de reparaciones con algunas características importantes: se recupera la integralidad de las reparaciones; establece criterios técnicos, basados en el Registro Único de Víctimas, para precisar la progresividad en la implementación de las medidas de reparación; introduce espacios y mecanismos de diálogo y consulta con las organizaciones de afectados y con las instituciones del Estado y la sociedad civil involucradas en el proceso; se anuncia la modificación del monto de reparación económica definido en forma unilateral y autoritaria por el gobierno aprista; entre otros aspectos a destacar.
Es evidente que no resulta sencillo dar cumplimiento a los compromisos estatales establecidos en la Ley que crea el Plan Integral de Reparaciones (Ley Nº 28592). Sin embargo, los primeros gestos han levantado expectativas importantes entre las víctimas y sus organizaciones, pues perciben una gestión que dialoga y se muestra abierta a escuchar sus planteamientos. Conviene apuntalar este estilo de gestión y mantener la vigilancia respecto de los pasos concretos que se deben dar en el futuro cercano.
