La problemática de la personas con discapacidad no han formado parte del reciente debate sobre la creación del Ministerio de Inclusión Social. Apenas algunas voces se dejaron escuchar, a pesar de que más del 10 % de la población tiene alguna discapacidad.
Llama la atención que no haya sido tomada en cuenta en el diseño de los programas orientados específicamente a su sector. Será que ¿todavía no se ha tocado lo suficiente la sensibilidad de los tomadores de decisiones? O quizá tenga que ver con que gran parte de las organizaciones de discapacitados aún no tienen la capacidad para incidir en las políticas públicas nacionales.
Por otro lado, existe un nutrido marco normativo para este sector como la Ley General de las Personas con Discapacidad, Ley 27050 que crea el Consejo Nacional de Integración de la Persona con Discapacidad (CONADIS); el Plan de Igualdad de Oportunidades de las Personas con Discapacidad y una reciente Ley Nº 29392, que establece infracciones y sanciones ante el incumplimiento de lo establecido en la Ley General; sin embargo, es muy poco lo que se cumple.
Una persona con discapacidad parece que todavía es una sombra que no se ve, por tanto sus problemas no son atendidos. Muchos no nos percatamos de su presencia, pero en realidad los vemos cada día en la esquina de alguna calle por donde pasamos, muchas veces mendigando. Otros viven escondidos en las cuatro paredes de sus casas ocupando un lugar poco importante para la familia y la sociedad, esperando –en silencio- tal vez lo peor.
Las instituciones y líderes que trabajamos a favor de este sector, debemos sentirnos comprometidos a desarrollar acciones concertadas con el objetivo de visualizar aún más esta problemática.
