Editorial: La oportunidad perdida
El día de ayer la Comisión Permanente del Congreso de la República desestimó la acusación constitucional contra el congresista y ex segundo vicepresidente de la República, Omar Chehade, por el tráfico de influencias a favor del grupo Wong en el caso Andahuasi. Si la acusación se hubiera aprobado, éste habría sido desaforado, destituido e inhabilitado por cinco años de todo cargo público, pero sobre todo, el Congreso habría enviado un claro mensaje a la ciudadanía de que no hay tolerancia frente a la corrupción.
Con esta decisión, el Congreso ha renunciado, una vez más, a ejercer su rol fiscalizador, mostrando su debilidad y poca relevancia en la vida política del país. En este caso, las razones para no desaforar a Chehade han tenido que ver con cálculos políticos de parlamentarios que deben estar pensando en la presidencia del Congreso o de alguna comisión, y la renuncia del oficialismo nacionalista y sus aliados a cumplir con sus promesas electorales de enfrentar la corrupción que atraviesa todos los niveles de gobierno.
Al parecer, los congresistas han olvidado que una de las principales causas de la caída del autoritarismo fujimorista de los años noventa, fue la constatación de la enorme red de corrupción liderada por Fujimori y Montesinos; en consecuencia, la vuelta a la democracia debía generar un cambio drástico en la gestión de los asuntos públicos. Sin embargo, los gobiernos de Toledo y García, así como sus respectivos Congresos, fueron archivando, una tras otra, las iniciativas anticorrupción. Todo lo cual termina generando la idea, en amplios sectores de la ciudadanía, que no hay mayor diferencia entre la democracia y el autoritarismo.
El problema es mayor cuando debido a la precariedad de los partidos políticos nacionales vemos cómo llegan al Congreso, políticos de última hora o empresarios “exitosos” que ocultan delitos o actividades ilícitas –como el caso de varios congresistas puneños-, y cuyo único interés al asumir una curul parlamentaria es beneficiar sus propios intereses.
En Noticias SER consideramos que el Congreso de la República y en especial el oficialismo ha cometido un grave error político al impedir el desafuero del congresista Omar Chehade, error cuyos costos terminarán siendo pagados no sólo por una bancada cuya performance es bastante pobre sino por una institucionalidad democrática, que a los ojos de los ciudadanía no responde a los intereses de las mayorías, sino a intereses personales y privados.
