Maricela Quispe Córdova A ocho años de la entrega del Informe Final de la Comisión de la Verdad y Reconciliación y más de 25 años de la insania promovida por los numerosos responsables de crímenes y violaciones a los derechos humanos, es necesaria una profunda reflexión sobre los procesos de justicia, reparación y reconciliación que las víctimas y la sociedad peruana esperan que se asuma para concluir con la atención de las demandas de miles de personas que no olvidarán jamás lo sucedido.
Las políticas del gobierno de los últimos años atendieron diversas agendas, una de ellas ha sido la necesidad de insertarnos en la economía global, punto importante para los peruanos pero insuficiente, en tanto el desarrollo económico no ha logrado superar las brechas dentro de los sectores más pobres del país.
En esta dinámica, las víctimas de la violencia, los hijos, las viudas y viudos, y personas que directamente sufrieron las múltiples afectaciones destacadas por la CVR y registradas por el Consejo de Reparaciones, han ido insertándose en los nuevos cambios, pero cargando su dolor y la impotencia de no saberse aún sujetos de derecho, sintiendo que lo que vivieron se ha convertido en una agenda que concierne solamente a ellos y a muy pocas personas e instituciones sensibles pero no al conjunto de la sociedad. Por eso aunque importantes, los pasos dados no son suficientes y el horror está impregnado en sus vidas como si fuese ayer.
El informe de la CVR entre sus varias recomendaciones ha precisado la necesidad de “restablecer y refundar los vínculos fundamentales que se destruyeron y deterioraron por el conflicto vivido”. Ante ello, el nuevo gobierno que acaba de asumir el mando, debe consolidar los avances y dar respuestas claras a esta situación.
