Acabadas las elecciones, empieza el proceso de transferencia, que dista mucho de ser un acto administrativo de transición de la gestión del Estado. Por la propia composición de los equipos y comisiones, observamos que la alianza ganadora de “Gana Perú”, ha tenido que ceder posiciones a “Perú Posible”, al sector de partidos de izquierda y algunos espacios, para los cuadros del Partido Nacionalista.
La consecuencia más evidente en materia de Políticas sobre Drogas y Narcotráfico, es que la posible concesión del manejo de las Relaciones Exteriores a un posible aliado parlamentario – “Perú Posible”- deja con muy poco margen de acción las posibilidades de revisar los fracasos de las estrategias basadas en la cooperación policial/militar de los EE.UU al Perú durante la gestión de Toledo y García (2001/2011).
Una posición de política exterior en este sentido, asegura el mantenimiento del enfoque de Reducción de la Oferta que ha demostrado ser un fracaso en la región Andina. Lo más grave a nivel doméstico, es que garantiza el mantenimiento de una interdicción dirigida contra los eslabones más vulnerables: erradicación, convulsión contra los campesinos. Recientemente, una Comisión Global de autoridades mundiales se ha pronunciado al respecto, señalando el fracaso de la guerra contra las drogas, en el mundo. Creemos que ha llegado la oportunidad para que el Estado peruano recupere autonomía, respeto y coherencia.
Entonces, lo que proponemos debe de plantear el próximo gobierno como retos, es lograr una reforma de las competencias de DEVIDA, que permitan ser un coordinador efectivo y un seguidor de las políticas sectoriales y no, un “convidado de piedra” del resto de acciones del Estado, como ha demostrado ser durante la gestión actual. DEVIDA debe ser un “ojos y oídos” sobre la forma como marcha el Estado en todos los niveles, cuando se refiere a algún aspecto de la interdicción, prevención, desarrollo rural y salud pública.
Luego, se debe emprender una revisión del actual ordenamiento jurídico sobre drogas y narcotráfico para aplicar, mejorar y corregir, asegurando la reforma de la Policía Nacional y la Administración de Justicia (urgentemente re emprender y actualizar CERIAJUS), que trascienda el mero cambio de la reforma Procesal Penal.
Lo más importante socialmente, el nuevo gobierno debe ofrecer una oportunidad a las comunidades y poblaciones de la Selva Alta, en particular donde se produce coca para el narcotráfico (Monzón, Satipo, VRAE, Ucayali, Puno). Esto debe incluir el re empadronamiento de los productores campesinos (no solo de coca), y la re apertura de las Mesas de Dialogo en los temas de control de coca, de desarrollo rural y de participación democrática.
Más allá de los discursos políticos y mediáticos, creemos que la posición de “mano dura” y “no dar tregua”, son efectistas pero poco efectivas. Si no contamos con una adecuado equilibrio entre voluntad política, instrumentos propios y recursos, poco es lo que podremos lograr.
