Una de las imágenes más impactantes que he visto en mi vida es la de miles de campesinos apostados frente a sus lagunas dispuestos a defenderlas de una muerte segura.
Esa imagen que para muchos resulta la muestra más sublime de afecto por la naturaleza y la preocupación máxima por la vida, desde otros espacios es vista más bien como un acto absurdo de ignorancia provinciana, de terquedad a no renunciar a la pobreza y como no, de manipulación frente quienes no solo se opone al desarrollo sino que quieren sembrar la violencia.
Existe demasiada especulación sobre el conflicto Conga, para muchos el rechazo a este proyecto solo es una postura ideológica desarrollada por líderes extremistas de ultra izquierda que manipulan a un pueblo. Sin dejar de aceptar que en todo movimiento social existen posturas políticas teñidas con ideologías ultras, como hay violentistas que quieren resolver por lo duro, puedo afirmar, con la experiencia que me da diez años de defensa de comunidades afectadas por mineras, que esta oposición es movida por temores reales de una población que se ve no solo avasallada por una gran industria, sino que se siente absolutamente desprotegida frente a los riesgos que la misma representa.
El gobierno nos ofrece a cambio de un Sí al proyecto, una minería responsable respetando al medio ambiente. Nada más falso, si no tiene un aparato legal, institucional e instrumentos que puedan garantizar este ofrecimiento. En estos años, frente a todos los daños que ha causado la empresa minera solo hemos tenido Impunidad. Choropampa, miles de campesinos contaminados y ninguna sanción para la empresa aparte de una ínfima multa; contaminación de fuentes de agua (casos de quebrada Cushuro, laguna Totoracocha como ejemplo) archivados; desaparición de fuentes de agua como las lagunas Ya acocha, Corazón, Patos, y los manantiales de Porcón, los canales de LLagamarca, Encajon Collatan, Túpac Amaru, etc., etc., etc., y ninguna sanción para la minera. En estos graves sucesos una total ausencia del Estado, o un Estado que por sus falencias, sus debilidades institucionales y su falta de instrumentos, es incapaz de actuar para cautelar los derechos de las poblaciones y defender el medio ambiente.
En el colmo de los males, un gobierno que igual que el anterior sigue criminalizando la protesta social, y que en lugar de evaluar sus posibilidades reales de control sobre las empresas, hoy somete las razones del pueblo a las botas de los militares. ¿Este es el Estado que nos ofrece confiar en la inversión responsable?
