Como lo reconocen los mismos precursores de la iniciativa, la ruta de Chile en lo referido a la descentralización se define por su gradualidad, no existiendo las condiciones ni la necesidad de generar una nueva institucionalidad subnacional. Se pierde una vez más, la oportunidad de profundizar la democracia, a través de la elección directa del ejecutivo regional y de modernizar la estructura del Estado a través de potenciar Programas y Proyectos más cercanos a los ciudadanos.
Ni los informes de la OCDE en relación a que el exacerbado centralismo constituye un freno para el desarrollo armónico del territorio ni las continuas protestas de los movimientos sociales regionales hacen mella en los gobiernos de turno que no están dispuestos a conceder parcelas de poder. Es decir, pesan más los intereses corporativos de nuestra actual clase política, que sin mayores distingos entre sus miembros, se ha ido alejando de las múltiples demandas en lo económico, ambiental, social y cultural que hoy día emergen desde las regiones.
Llama la atención lo que ha venido ocurriendo con la elección de los miembros del Consejo Regional, en su momento el consenso que existió entre el ejecutivo y el congreso “intervenido” por los senadores designados, para no democratizar este órgano como sí se hizo con los municipios.
El mecanismo actual, en donde el cuerpo electoral lo constituyen los concejales, agrupados por provincia, es una espuria modalidad que nadie está de acuerdo en mantener. Se temió la legitimidad que le entregaría una elección democrática a este órgano puesto que pondría en entredicho la autoridad del Intendente representante “natural e inmediato” (así dice la Constitución) del Presidente y el concepto de Estado unitario. Además, constituía una amenaza para los parlamentarios quienes tendrían, eventualmente, una competencia con quienes estarían permanentemente representando intereses locales.
Y cuando finalmente parecemos acercarnos a tener Consejeros Regionales elegidos directamente, los cuales incluso elegirán de entre ellos un presidente de ese Consejo, cargo que hoy detenta el Intendente, se establece que deberán pronunciarse por un marco presupuestario partida o glosas del presupuesto regional y no por cada proyecto presentado por el representante del ejecutivo.
Lo anterior debiera ser motivo de un profundo debate, pues sería paradojal que los consejeros elegidos adolezcan de lo que ha sido, hasta esta fecha, la más trascendente atribución de este órgano. No parece ser una buena iniciativa generar autoridades elegidas para un rol tan desmedrado, menos en estos tiempos en que justamente la ciudadanía de las regiones día a día está aspira a un mayor protagonismo. Habrá que esperar que los legisladores esta vez posterguen cálculos menores y circunstanciales en pos del bien superior de los electores que representan.
